RCRA Facility Investigation and Corrective Action - Dry Cleaning Operation
GEMG personnel developed and implemented a RCRA Facility Investigation work plan for characterization of on-site and off-site impacts from a dry cleaning operation in Metro Denver. The work plan was implemented and a RFI RCRA Facility Investigation Report was submitted to the Colorado Department of Public Health and Environment (CDPHE) for approval. The agency approved the report under the state’s Integrate Corrective Action Plan (ICAP) program. ICAP activities are underway.

Lead Cleanup Consulting and Database
GEMG personnel provided consulting services to assist the City of Joplin in evaluating the U.S. EPA study of the potential health effects of lead from past smelter activity in and around the City. GEMG personnel services included review of U.S. EPA documents, review of analytical data on blood lead, preparation of an analytical database for use by the City and U.S. EPA for tracking blood lead data, and attendance at public meetings. The development of the analytical database resulted in a geographic plot of Joplin about the distribution of lead. GEMG personnel have assisted with technical questions regarding lead exposures and eased citizens’ fear of the lead contamination.

Site Investigation, Remedial Action, Closure Plan - Brass Foundry
The Mueller Brass plant is a nonferrous metals manufacturing plant located north of Detroit. The plant has been in operation since 1917. The plant entered into a consent decree with the State of Michigan in 1991. GEMG personnel have been providing technical consulting to Mueller since the development of the consent decree. The consent decree covers both surface water quality (NPDES permitting) and Michigan Act 307 soil contamination investigations and remediations.
GEMG personnel have furnished comprehensive consulting services to support the client in the resolution of a Consent Decree reached with the State of Michigan Department of Environmental Quality (MDEQ) and an environmental group over the discharge of storm water via an outfall to a tributary of the lower Great Lakes and alleged soils contamination at a brass foundry in Michigan.
Since early 1991, GEMG personnel have provided technical consulting to the client in the two areas of the Consent Decree (storm water discharges and soils contamination). GEMG personnel assisted with the resolution of the technical aspects of the Consent Decree including development of interim discharge limits of the outfall.
GEMG personnel have directed the overall compliance program for the storm water outfall. Services have included development of a remediation plan to eliminate chemical constituents from the discharge, overall conceptual development of the remediation program including treatability studies, and detention basin design. GEMG personnel also directed the services of a design subconsultant and offered alternative water use scenarios for the storm water that would eliminate the direct discharge. GEMG personnel have provided oversight for construction observation and coordination between the construction contractor and the client.
GEMG personnel designed and constructed a cover system for one side of the property at a brass foundry in Michigan. The design was part of a Superfund Action lead by the State. The cover was built on a 7-acre area bounded on the east by a river. The purpose of this cover was to isolate soils that contained elevated lead concentrations. The cover reduced infiltration of 31.5 inches of annual rainfall to 3.7 inches. To facilitate drainage away from the covered area, a perimeter drainage channel was constructed to prevent run-on from off-site sources. The cover reduced client costs by allowing lead contaminated soil to be left in-place.
For the soils unit, GEMG personnel have developed a remedial investigation work plan which was approved by the State of Michigan with minimal comments. GEMG personnel then implemented the work plan and repaired a Report of Results (ROR) and Remedial Action Plan (RAP) for the site. The ROR and RAP currently are being reviewed by MDNR. GEMG personnel have met the requirements of the consent decree while minimizing costs to the client. GEMG personnel developed the RAP using the Phase I ROR results rather than proceed to a Phase II sampling program. The contaminants of concern at this site include metals and volatile organics. GEMG personnel have prepared remedial design documents for implementation of the proposed remedy. The Notice of Completion was issued by the state in Fall 1999.
Prior to the consent decree, GEMG personnel conducted a compliance audit at the facility as part of a company process. The audit of this facility included a process review and a review of environmental records at the site with local and state agencies. The audit was used to update environmental records and correct any deficiencies found.
